Why are my active USAA accounts no longer allowed to be reactivated in Quicken
Why is this happening?

When the Action column says "Don't add to Quicken" and it is not editable it generally means that the listed account is already set up for download so it cannot be connected, again. If you want to be able to Add or Link the setup downloads, again, then you first need to deactivate those accounts. But why do that if they are already connected and downloading is working properly?
If the "Don't add to Quicken" is editable in via the drop-down menu (like is shown in the first account shown above), click on that drop-down to select the correct and desired action. If this account is a new account, select "Add". If it is already an existing account, select "Link to…".
