Unable to update bills

Look in your Bills, Income & Transfers view for Online Billers marked with an error icon along the left side of the view. Click on the icon to reveal any error dialogs and resolve the error condition.

Make sure you don't miss any payments coming due for these billers.

If you haven't done so already, perform all three of the Review and Repair actions available under the gear icon in the Bills, Income & Transfers tab.

If that still doesn't work and you're having issues with some of your scheduled reminders, I'd say it's time to contact Quicken Support on the phone during posted hours of operation and request help. Let them do a screen share session with you to review the situation on your computer, to determine the nature of the problem and to figure out how to fix it.
