Given the issues with R64.19 why is it still being pushed for install?

I've read through the problem threads here and see no benefit in upgrading right now, only big potential issues. Given the severity of the issues why hasn't this update been pulled from release?

    Are you sure the one being pushed is R64.19?

    Today they just started pushing R64.23 to a "limited amount of users".

    Now I'm only seeing the .23 version so it has been addressed.
