Can not SEND checks/payments

Which bank are you trying to use DC Bank Bill Pay with? Not all banks that support DC also support the DC Bank Bill Pay feature. To see if your bank supports the DC Bank Bill Pay feature you can take a look at this Support Article: https://www.quicken.com/support/list-banks-support-bank-bill-pay-quicken/ . (FYI, this Support Article has not been updated in a while so it is not 100% accurate but it is pretty close.)

You can also check with your bank to see if they support the DC Bank Bill Pay feature. If you have not already done so you should check with your bank anyway to see if they charge a monthly fee for using that feature. While Quicken never charges a fee for using that feature some banks do.

In addition, many banks require you set up your online account to use DC and some require a separate unique login that is different from your online account login. This is something only your bank can advise you on. In many cases there will be online information and links providing more information regarding this.

Also, in order to use the DC Bank Bill Pay feature you need to have the bank's online Bill Pay service enabled in the online account. (This is separate from DC Bank Bill Pay. But DC Bank Bill Pay cannot be used if the bank's online Bill Pay service has not been enabled.)

One last thing: Double check to make sure your account in Quicken has been enabled to use the DC Bank Bill Pay features (see the yellow highlight in this picture of the Online Services tab of Account Details). Make sure you have enabled "Bank Bill Pay" and not "Quicken Bill Manager" which is a different 3rd party bill payment service offered by Quicken.
