How can I recover data from the Quicken Cloud to my Laptop version of Quicken?

I use the Quicken App on my Icloud to enter my data. Periodically I sync the data to my laptop version of Quicken. I recently opened my Laptop version of quicken and had no data, it has all disappeared. I tried restoring from my backups and both of them did not work. The data still appears on the App version. If I run Sync on my Laptop will it retsore the information on the App to my laptop, or vice-versa?

sorry I mean Ipad, not Icloud.

The Mobile/Web (Quicken Cloud dataset) isn't a backup for the Quicken Desktop datafile. You can't "restore" from the Quicken Cloud dataset.
