Spending Report
I want my spending report to show all categories, including those with no transactions. It would just display 0 amounts for those.
Possible?

Which Spending Report are you referring to here? I just opened an Income & Expense by Category report for the year and it showed Categories with $0 amounts. Same thing occurred with an Itemized Categories report.
Do you have a specific Spending Report in mind here that's not show $0 Categories?

Too long ago, but I'll create a new one based on income and expenses.

Same issue. Using Income/expense by category(year or custom date), and if you run it for say all 2026 or 2027 you will not get any, or very few transactions as they are not found , hence report is very different from 2025 period or any given report.
Objective is to export to xls and use results for more complex reporting needs, and having ALL selected categories extracted regardless of transactions in the selected period being precense is goal.
As side note, report uses several different reports pasted into own tab in a workbook, then using features like "=budget!D98" able to arrange data from multiple tabs (each a quick report extract) into a larger robust report. Having the tabs of extracted reports from Quicken be 100% consistant is key as you need data in the correct cells for the merge/reference on main report.
