Has something recently *broken* in MSWin11 for Quicken?
I just got an email from the in-laws that Quicken 2013 is misbehaving under MSWindows 11. I haven't had a chance to look at their system and see just what it's doing or not doing, so I'm looking around if there's been reports of problems.
(and no, before anyone here even says it, they will not be moving to one of the newer versions. They will not accept a "subscription" model for software, and neither would I). I can't validate this for myself as I'm running Quicken 2013 under Crossover Office.

Based on Quicken’s Discontinuation Policy, Quicken 2013 is considered a discontinued version and is no longer officially supported.
This means that Quicken 2013 does not receive technical support, software updates, patches, or compatibility fixes. While the program may still run on your system, any issues arising, particularly those related to newer versions of Windows, system updates, or online services, will not have official updates or fixes available.
If Quicken 2013 is currently experiencing issues on Windows 11, it is most likely due to operating system compatibility changes rather than a newly identified issue specific to Quicken. Since the version is discontinued, a formal patch or correction would not be released.

A little more detail about the "misbehaving" might be helpful.
Just wondering … what release level of Quicken 2013 have you installed?
Click Help / About Quicken to get the release level, R xx, and also tell us the feature level: Deluxe, Premier, etc.If the display does not show "2013 R12" for the US version (or "2013 R2" for the Canadian version), you are missing Quicken software bug fixes.
US version: Please go to Quicken 2013 Patches - QuicknPerlWiz and download and install the file found under "Release R12 Mondo"
Canadian version: Go to Quicken Patches Canadian - QuicknPerlWiz , scroll down to locate the file "Quicken 2013 Release R2". Download and install it.If all of the above doesn't work it might be time to upgrade to the appropriate feature level of the current Quicken Classic Subscription version, e.g. Deluxe
Your current 2013-level Quicken data file will open after installing the new software. No file conversion required0 -

Yes it has, but not specific to Q2013: If any issues they are having started recently all of a sudden, there is a small possibility that the culprit is Microsoft's mid January patch update KB5074109 (26200.7623). It caused variety of issues for many users including a few Quicken users which has been reported in this community as well. Uninstalling the KB was the solution. Most likely Microsoft's subsequent KBs resolved it.
