The only way to control the order of categories in the budget would be to use numerical prefixes, as categories are sorted alphabetically. So you''d need to use enough digits, and the same number of digits, for all categories. That is, an alphabetic sort could result in non-numerical order like 2.1, 2.10, 2.11, 2.1, 2.2; to prevent that, you'd name your categories like 2.01, 2.02, 2.10, 2.11, etc. Plan ahead so that if you'll have double or triple digits, you include them on all category names so they will sort in the order you want: 02.01, 02.02, 02.10, 03.01, 10.01, 12.01, etc.

That said, editing your category names like this means the category names will be like this everywhere in the program — in dropdown lists, in reports, and in the budget. If you just want this custom ordering for the budget, you probably wouldn't want the numeric prefixes on your categories.

Also note that sub-categories will always appear under their main category; there is no way to have a sub-category from one category grouper with a su-category from another category.
