Allow average cost setting to be forced for an account (like retirement accounts)

Allow average cost basis setting to be forced for all securities in an investment account (like retirement accounts).  I know this has been discussed earlier, but I never want to specify lots. In retirement accounts, it is pointless, since the tax is not calculated on the gains in each individual security.  This has been discussed earlier at length, and there are plenty of customers who want this feature.

    "Average Cost" isn't allowed, by the IRS, for "all securities",  only for mutual funds ... and you CAN set your funds to use Average Cost, although it must be done individually for each fund.
