New payees not listed in payee pulldown list, how to fix this?

I'm using the default Standard Report "how much did I pay to..." in Quicken 2017. I've done the copy and validate but no change. Any new payees are not showing up. I've not saved or customized the report, this is the default/generic report. These same payee names do not show up in the Memorized Payee list. I've never had to add names to either list before it was automatically done once the new name was used in an account, I'm not sure what has changed and how to get it to work the way it was before.
