I have used Quicken Deluxe for years. It does not handle the accounting for business spinoffs well. Does the next level of Quicken do a better job?

The Premier version of Quicken does not handle transactions differently than the Deluxe versions. The programming differences are in reporting and presentations.
I am not clear what you mean by "does not handle the accounting for business spinoffs well." Newer (2017 and subscription programs) handle Corporate Spinoff actions better that preceding (2016 and prior) versions of Quicken, IMO.

When I download info from Fidelity that includes a spin off Quicken records the new company and the number of shares but not the cost nor information on the changes of cost to the parent company holdings.

That's Fidelity's shortfall ... not Quicken's. Q can only record data that is input into it, via download or the keyboard.
Why can't you edit that Spin-off transaction to input the info that you want?
