Can I create a report that will list all flagged transactions?

That depends on you definition of "flagged".

In QWin you can filter the register to display only Flagged transactions.
Using this filter, you could then print or copy the results to a spread sheet.
Use the right-hand filter at the top of the register (normally set to All Transactions)QWin & QMac (Deluxe) Subscription

Use “All Transactions” at the top of the account bar. Then pick the account you want from the drop down and set the filter to “flagged”. Now use file, print or CTL-p and that should work.Quicken Premier Subscription, Windows 10 Home5 -

The alert should appear in the Alert Center: select Tools > Alert Center
Alerts may also be displayed in the Alerts item on a Home tab view.
