Page scaling doesn't work

I am not allowed to change my page-scaling options in Quicken Deluxe.  They are grayed out so my reports will only preview/print extremely small.

Scaling is not supported by all print drivers.  Have you tried selecting Quicken PDF Printer from the Printer: pull-down menu?

If you think your printer does support scaling, I suggest attempting select File > File Operations > Validate and Repair... and check Reset all Quicken printer settings.
