Using web access without outside US or Canada

I live in Australia and am a long time user of Quicken (since 2009) . I have just upgraded to the subscription version (2019) and understand that the bank connectivity is limited to USA and Canada users only. What I would like to do is use the web access capability without requiring any bank transaction downloads - I am happy to use manual transaction updates.
Web/Mobile setup requires (US or Canadian) bank accounts as step 1
Help text indicates : the following :
* Sync and use your Quicken desktop data on your mobile and web
* Enter or download transactions on your mobile device and see them on your desktop
* Add, edit or delete transactions even when you are offline on your mobile
* Snap and store receipts on your phone and sync to Quicken desktop

I am attempting to setup Web/Mobile - but cannot bypass step 1 in setup.

If you know of any workaround (s) - that would be greatly appreciated.
