Is there a way to export an Account Summary Report to a csv or Excel file?

No. Account Summary is one of the old Quicken reports which came from the predecessor product, Quicken Essentials. The developers have not yet replicated this report in the new reports engine -- all the reports you can generate with "New Report" on the Reports menu -- that's been under development.
You can select all the text in the Account Summary report, copy, then open Excel and paste. It'll require some clean-up, but all the data pastes in in a usable form.Quicken Mac Subscription • Quicken user since 19936

The Account Summary Report is an old-style legacy report that unfortunately doesn't have export ability. We expect the report to eventually be replaced by one developed with the new reporting engine. At that time it will likely have exportability. But we don't know when that might happen.
In the mean time, the workaround is to click menu Edit > Select All, then Edit > Copy. Open an Excel sheet and paste. The resulting sheet will require some re-formatting (for example, deleting of the graphic icons, blank lines, etc).
