Can't Open Quicken

This just happened yesterday. When I try to open quicken I get the message: Your system has blocked you from accessing the file folder:


It gives instructions on what to do to fix it. I do those things and still get the same error message. I still cannot get into Quicken. I am running Quicken 2019 on a subscription basis. Can't figure out what to do next/
