Why isn't there a Tags tab when configuring reports?

When I try to customize a report all I see are the following tabs: Display, Accounts, Categories, Payees, and Advanced. No tags.

What version and edition of Quicken are you running? Starter Edition does not support Tags in reports.

What type of report? Here is cash flow as an example.
