Are you talking about Categories, or in that case, Subcategories like this example?

In that case, go into Tools / Category List and click the New Category button on the upper right hand side of the view (not shown above).
Fill out the form and add the new categories as "Subcategory of Utilities".

I expect you mean "SubCategories" here.

The next time you go to enter a Utility bill, in the Category box type "Utilities", then a colon, and then a name for the new SubCategory.  Quicken will ask if you want to create a new Category and you'll answer "Yes".  On the next window the new Category will be indicated as a subCategory of Utilities.  Click "Save" and you've created your new subCategory.
