Why do I need to sign in each time I open Quicken?
Since I updated my Quicken to Version 21.16, I am unable to open Quicken without an internet connect as it requests for a sign in every time I open Quicken.

Check if Windows Defender feature Ransomware protection is enabled. Configure it to add Quicken as an "allowed app" without turning off Ransomware protection:
