auto update cloud

for some reason my desktop software no longer auto updates the cloud data I have to manually go to that tab and click update

The Starter Edition has many intentional functional limitations. I'm not aware any SuperUsers that have real experience with the edition. I suggest you contact Quicken Support and be certain to tell them upfront that you're using the Quicken 2017 Starter Edition on Windows: https://www.quicken.com/support#contact-support5

The box is checked but it still won’t automatically update when starting and exiting0

For startup, select Edit > Preferences...
For exit, select View > Classic Menus and check Mobile & Web > Remind me to Sync to Cloud on Exit.
When exiting Quicken, click on the X in the application's title bar icon.

i have the box checked for download on startup and it only downloads bank transactions.

classic menus is not an option under the view menu0 -
