Quicken for Windows has no interface with iCloud from Apple.  I suspect you may be attempting to use the Quicken App on an iPhone which would access account data from the Quicken Cloud.  If so, you may want to review : https://www.quicken.com/support/troubleshooting-quicken-mobile-companion-app
