Why do I get an error "You've already added a biller" when adding a bill

I'm trying to set up an online bill and I get an error "You've already added a biller {0} whose details match the biller you're trying to add". It's possible I've added it but don't see it in the list of bills. I checked "Manage Online Bills" and don't see it. What am I missing?

Sorry, to hear that you're experiencing this trouble.
What is the name of the biller that you are trying to add?
May I also ask what version you are currently running?
This can be found under Help > About Quicken.

It's Progressive Insurance and the version is Quicken Deluxe 2019 Subscription. Thank you!
