Since the entire Quicken Cloud with the Quicken Mobile App and Quicken for Web is totally tied to the Quicken Desktop software....
So YEAH - guessing the Quicken software needs to be updated to enable those other related features.... unless you are actually seeing them on your current Quicken 2013 desktop version.
