cannot get new q to come up. Have shut down and rebooted but still not performing.

I subscribed to newer quicken and it looked like it downloaded. I tried to install and it said that happened but when i try to pen from the dock nothing happens.

It's not clear from your explanation what version of Quicken you used previously. Is it possible that what's in your Dock is your previous Quicken application, or perhaps a Quicken data file, not the new application you just installed?
Open your Applications folder and find the Quicken application. Double-click it and see if it launches as expected. If so, drag that application to your Dock. (Or, once your data file is updated with the new Quicken, you could place an alias of that in the Dock.)
