why is my quicken suddenly giving me an option to get started or upgrade

All of a sudden I cannot get a sign-in screen, I get option to be new or upgrade. If I click on upgrade system freezes.

What is the path to the folder that contains your Quicken data file?
Do you have Controlled Folder Access enabled in Windows Defender? Are you using OneDrive, Dropbox or Google Backup?

It could also be the length of your data file's name. Filenames longer than 8 characters, 12345678.QDF, can cause this.
With Quicken closed, rename the data file using Windows Explorer and then double-click on the renamed file, thus starting Quicken with that file and restting Q's memory of recent file.
Then close and restart Q normally, it should open the renamed data file.
