You cannot currently import a Quicken 2007 data file into Quicken 2019 on a computer running Catalina. The reason for this is that the converter utility which runs behind the scenes uses code from Quicken 2007, which is a 32-bit application that cannot run on Catalina.
Today, your only option is to install Quicken 2019 on an older Mac running an operating system prior to Catalina, import your Quicken 2007 data file, and then move the resulting Quicken 2019 data file to your new Mac running Catalina.
Alternatively, there has been no official announcement, but I believe you will soon see an update that allows Quicken 2007 data files to be imported into Quicken 2019 on computers running Catalina. I don't know how soon this will be released.
[UPDATE: This functionality is in the 5.13.x release, so now users on Catalina can again convert Quicken 2007 data files to the current Quicken 2020 data file format.]

FYI, Quicken has updated the converter so it can now run via the cloud, independently of the version of macOS, so you can now convert QM2007 data files even if you are on Catalina. This is built right into the latest version of QMac v5.13+
Okay, did you look at the links above? The Getting Started Guide walks you through how to install Quicken Mac. What part of that process are you having trouble with?
