Why does creating new reports always bring up graph format instead of report format?

Depends on the report. When a graph is possible, the pop-up window should include both with the graph in the top part and the report below it. Click the "Hide Graph" to hide it. I do not believe there are any preference setting to default the graphs to hidden.

For me, if I go to Reports > Spending > Spending by Category for example, I always get the report with a Show Graph button which displays the graph.
If I go to Reports .> Graphs > Spending by Category, it shows the graph with a Show Report button which displays the report.
If I access the reports through the Reports Center, the ones that have an optional graph have a graph icon and separate buttons to show the graph or the report.
