I believe the question can be answered without violating an NDA.

Observe that some of the libraries Quicken uses are quite old and predate 64 bit Windows. I would dare to assume they are unlikely ever to be rebuilt for 64 bits.

No to the 1st question. Your 2nd question can't be answered because such a product hasn't been announced ... and anyone working on such (or testing such) would have signed a Non-Disclosure Agreement and can't talk about it.
