cannot get quicken to save new payees.

I cannot get quicken to save new payees. I have ticked "add new payees" but cannot get it to save new payees. I hope someone can help. Thanks

    Where have you ticked "add new payees"?

    If you haven't already, you may want to review: https://www.quicken.com/support/how-use-memorized-payee-list-quicken-windows  

    If you are not able to memorize a payee, I suggest you rebuild the Memorized Payee List: press Shift and select Tools > Memorized Payee List

    Always save a backup before making any significant changes to your data file: press Ctrl + B

    I selected tools>memorized payee list but cannot find how to rebuild it. The payee name is on the list of memorized payers but does not find the payee when I try to write a check.
