Why aren't T Rowe Price fund exchanges completely transacting in Quicken?

I've made several exchanges from one fund to another existing fund recently. The exchanges have been total exchanges leaving the ceding fund at zero. I utilize one-step update downloading transactions. Only the receiving fund transaction is being recorded and I get an error message the ceding fund does not exist. Anybody have the same experience and how do you address it?
