I have selected a specified number Payees in Report Settings but find they do not appear in the report unless there has been a Payee transaction in the selected time period. Can this be changed in settings so that every selected Payee will appear on the banking report regardless?

I would say that's "by design" as you typically don't want a bunch of line items showing up on an accounting report that doesn't affect the numbers. I'm not aware of any way to affect that behavior, except by making some bogus entries in the payees that had no transactions.
