In Tax Planner, the Dividend Data for 2019 is not coming in. The transactions are tagged and linked

Question

The transactions have a category that is tied to the appropriate tax form.
 Is there a fix for this? :(

The only approaches I know of that will recover the tax-line assignment is to restore a backup saved prior to the change or to create a new data file.  The issue was recently discussed here: https://community.quicken.com/discussion/comment/20055634

Ugh. Once _DivInc has been disconnected from its tax line item, there is no way to reconnect it, as far as anybody on this forum knows. This was recently discussed in this thread.All I can think of is to go through your investment accounts and change all the 2019 Div transactions to Miscellaneous Income and assign those to your own Div category. Sadly, Find & Replace will not work for investment transactions.

Okay, that’s a good idea.
 Going forward, is there a way to do that when downloading dividend transactions so I don’t have to go back and do it later?

Sorry, no. They will continue to download as Div transactions with category _DivInc. Your choices are to live with it or follow Sherlock's advice above and ditch your current Quicken file.
