Why do some hidden accounts not show as hidden when selecting accounts for a budget?

I have quite a few closed and hidden accounts since I have been using Quicken for more than 20 years. When selecting accounts to include in my budget, I notice that some of the accounts (but not all) are showing in the list even though I don't have hidden accounts selected. I have validated the file and there were no errors. I have tried to force them to be hidden by editing the account and removing the selection to hide in lists and then reselecting that the accounts be hidden. What could be causing some accounts to appear not to be hidden?

There are three distinct hide options for accounts. To have the account appear hidden in the budget account list (and other similar customizing account lists), the account would need to be checked as
Keep this account separate - account will be excluded from Quicken reports and features
on the
Display Options
tab of the
Account Details
window: open the account and press
Ctrl + Shift + E
