can't activate one step update for Citibank credit card accounts

I get this message "Sorry. We encountered an error. (It;s not your fault). I have run "Validate and Repair" against the file, no errors. If I export the file, create a new quicken file, andimport the file everything works fine. I even rebuild my windows 10 64 byte system from scratch. Still same error
