previously I have been able to set up more specific scheduled transaction. (ex: 2nd Wed of month)

Now that option is no longer available. Where did it go? Why was this changed in a more recent release? Or, has it just moved somewhere else and is no longer under edit scheduled transactions? Thanks for any answers.

You can still do it! They hid some of the scheduling options, supposedly because they caused user confusion -- although my experience here is that the hiding has caused more confusion!
If your screen looks like this:
…all you need to do is click the little triangle to the left of "Starting", and it will show the hidden additional scheduling options:
Above shows a transaction scheduled for the 2nd Wednesday of the month.
