Make sure all sub-categories you use in your accounts in Quicken that you want to have included in your budget are indeed included in your budget. Categories that have sub-categories will only roll up data from those sub-categories are are specifically included in the budget.
Also, are all your applicable spending accounts included in your budget plan? If an account is missing from the budget then the data from that account will not be reflected in data.
Click on the "Budget Actions" button at the top right of the Budget screen. The drop down will show "Select Categories" and "Select Accounts". Click on those actions and make sure that all the categories, sub-categories and accounts you want included in the budget plan are checked. You can also un-check categories, sub-categories and accounts that you don't want included in the budget plan...makes it much easier to work with budget plans since your budget will no longer include these.
After completing this, check to see if your issue has been resolved.
