Quicken 2017: Roth IRA SELL security transaction does not change cash balance

Quicken 2017: Roth IRA account. SELL security transaction does not register a change in the account cash balance. Therefore no cash available to purchase another security. What is best way to sell/buy in same account??

That almost certainly suggests you have unresolved placeholders in the Account, so check that first.  Do Edit > Preferences > Investment transactions and tick "show hidden transactions."
