In QWin Subscription, the Itemized Tags report only shows tags that have a nonzero total (or maybe it is no transactions) for the selected date range.
If you also want that report to omit transactions that do not have a tag, click on the Tags tab in the customization and de-select "Not Tagged"

Your question is not really clear. What 'report' to begin with? Neither 'Tags' nor Categories have "balances".
Presumably, you are generating a report subtotaled by Tag, and some of those subtotal groups either have no transactions or the transactions add to a total of $0. For those particular groups, you'd like Quicken to automatically omit the lines.
I don't believe there is a setting to automatically do that. You would need to customize the report to not include those particular tags.
