In the Bill & Income tab: Bills tin "Projected Balances" are not in in "Income & Transfers"
For instance, today is 2-21-2020.
The Income & Transfers list includes: overdue bills for 2-2-2020, 2-8-2020, and upcoming bills for 2-27-2020, and an upcoming deposit for 2-29-2020. On this tab, I have selected "view as list," "account: all accounts," "due with 12 months," and "include paid is blank"
The Projected balance list includes: an overdue bill for 2-19-2020, and upcoming bills 2-21-2020, 2-22-2020, 2-26-2020 and 2-29-2020. On this tab, I have selected "time range 12 months" and only one account (the only account I am using...and I've confirmed all the bills have selected this account).
The only bill that is common among the two is the 2-29-2020.
How can these possibly be different? They weren't different before I upgraded from 2017.

I've determined what the issue is. It turns out that the "Projected Balance" screen does not list bills that are transfers set to $0. These will only be listed in the Bills, Income & Transfers. If I change the amount to $1, they show up in both places.0

I suspect the 2-2-2020, 2-8-2020, 2-27-2020 reminders may be in a different account than the one selected in the Projected Balances view and the 2-19-2020, 2-21-2020, 2-22-2020, and 2-26-2020 are bills reminders (not income or transfers).
The Income & Transfers view with View as: List may exclude bill reminders. I suggest you toggle the Due column header (sort order) to pull in the bill reminders.
If you haven't already, I suggest you consider combining the bill, income, and transfer reminders: select Edit > Preferences...
