Unable to see transactions that need to be accepted

Quicken shows that transactions downloaded (the red flag in the Account List), but when I go to the account to accept the downloaded transactions, none are showing. I have followed all steps in the article https://www.quicken.com/support/quicken-says-there-are-transactions-accept-i-do-not-see-any and still do not see them. I see then in Tools menu > Online Center compare to register does not work. I've validated the file with no resolution.
Quicken Deluxe 2020 Version R24.14 ! Build 27.1.24.14 This problem began 2/24/2020 I was able to update fine 2/15/2020 and was away from quicken for a week and now it will not function properly.

    The guidance suggested you restore a backup you saved prior to the corruption.

    I restored from a backup created in January and it still does not solve the problem. Any other suggestions?
