Bill Paying - how to determine which banks support it directly

I have been using Quicken Deluxe - and discovered awhile ago that I could use my Chase bank acct for Quicken bill payments directly using the Chase online bill payment feature.
I was wondering, since Quicken can tell which "Direct Connect" accounts support this arrangement - HOW does it determine that ? Is there something in the FIDIR.TXT that indicates this support ?
Hmmm.... wonder if it is the "Payment" text - or is that for Loans / Mortgages -

But just because it shows as supported in FIDIR.TXT doesn't mean you can actually use it.For example, Bank of America-All Other States supports PAYMENT, but new customers can't get it.
Quicken user since version 2 for DOS, now using QWin Biz & Personal Subscription (US) on Win10 Pro.
