In the new Bill Manager, how do I tell it which account to pay out of? Also, I might be paying a payment with Quicken Bill Pay AND Quicken Bill Manager, how do I tell?

If you're referring to Quick Pay, you should be able to select the payment account: https://www.quicken.com/support/quicken-bill-manager-how-make-payments-using-quick-pay-and-check-pay

When we set up Quick Pay, we provide the payment account. If you haven't already, you may want to review: https://www.quicken.com/support/quicken-bill-manager-how-set-quick-pay-and-check-pay

Online payees are used to schedule online payments with Quicken Bill Pay.
Online billers are used with Quick Pay.
