Why does categorize not seem to be consistent?

Quicken Premier - Windows
Version: R25.21
Build: 27.1.25.21
I have a memorized Payee with an assigned category, but when I test the auto-categorize by manually entering a transaction for that Payee, the category doesn't auto-fill.
On the flip side, when I enter "Amazon" as the payee, the category autofills to "shopping", even though I confirmed that "Amazon" is not listed in the memorized payee list.
Am I not understanding how this should be working or does there appear to be a bug?

Check your preferences (Edit -> Preferences).
For the first one check to make sure under Data entry and QuickFill that these two options are set:
Complete fields using previous entries
Recall memorized payees (requires automatic completion)
For the second problem by default there is an option that tell Quicken to make guesses at the category, under Downloaded transactions deselect Automatically categorize transactions.Signature:
