What's with error 1722?

With a partial install I get the Following:1722 2: InstallPDFDriver 3: C:\Program Files (x86)\Quicken\PDFDrv\InstallPDFConverter.exe 4: "Quicken PDF Printer" -s -n "Intuit Inc." -c "07EFCDAB01000100CC84AC587785824C0AA0944C36E5CAD31511EBEDB6B8ABB65C18E437B287C96F5418BF6D6E67B566FA1CC21967BF"
CustomAction InstallPDFDriver returned actual error code -1 (note this may not be 100% accurate if translation happened inside sandbox)
MSI (s) (04:C8) [13:09:46:445]: Product: Quicken -- Error 1722.There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.
