How to download transactions without marking as cleared

If I remove cleared (blue check) from CLR column, and then go to reconcile Quicken picks up correct amount for previously reconciled balance

You're confusing "cleared" with "reconciled".Cleared means that the transaction has posted to your bank/card/etc. If it's downloading ... by definition it HAS cleared.If "previously reconciled balance" is changing ... that means one of more of the following happened.
- You manually changed a transaction to "R" in the CLR column, OR you changed an "R" to something else.
- You changed the amount of an "R" transaction.
- You deleted an "R" transaction. OR, if the transaction was a transfer, you edited/changed/deleted the other side of the transfer ... which caused the "R" side to change also.
The "Previously Reconciled Balance" isn't a stored number. Rather it's the sum of all of the "R" transactions (past, present or future) in the account. Changing any one of those "R" transactions will change the Previously Reconciled Balance.To correct this:- Get out your old statements for the account
- Search backwards until you find the point where the Date and Ending Amount of the statement and Q agree. That's the last time that your account was truly reconciled.
- UN-reconcile everything after that point ... and RE-reconcile, month-by-month, until you find and can correct the errors. Continue thru all statements you've received after that point.
