Provided that you did a backup to the Dropbox folder from the other computer (Ctrl+B save to Dropbox folder) you would select:
File -> Backup & Restore -> Restore from Backup File...
Restore from your backup -> Browse
Browse to that backup file in Dropbox and select it and open it.

If you have dropbox installed on the new computer, you should be able to use Windows File Explorer to open the Dropbox folder and copy the data file or data file backup to an ordinary folder on an internal drive. Otherwise, you should be able to use a browser to sign in to your Dropbox account and download the data file or data file backup to an ordinary folder on an internal drive.
To install Quicken, you need to open the installation program you downloaded. Quicken should be able to find the available data files or data file backups on the internal drive: select
File > Find Quicken Files...
