After you open it, go down the page to the section titled "
Instructions for the Subscription Release of Quicken
" and click on:
"
Step 2: Install the Quicken subscription product".

I could not get to the website you sent. I downloaded 2019 again and it installed like it was supposed to. I didn't come to the community to click on the link, I typed it in.

Do you have the Quicken Subscription product (Quicken 2019) installed?

If you have Quicken 2019 Subscription product, installed. You already have the latest version installed. Check About Quicken.
To extend your Membership, click Help then Enter Activation Code, then follow the onscreen instructions.
