I purchased the starter program and now wish to upgrade to deluxe. Why do I have to pay $49.99 when I just paid $34.99. I should just be able to pay the difference. Someone please advise.

I just followed the instructions given above. As karpink said, it doesn't charge the difference for the upgraded subscription (~$10) you have to buy a whole new subscription at full price. Can this really be true?0

When did you buy Starter? What year version is it? Like 2017 or earlier?
I'm staying on Quicken 2013 Premier for Windows.
