I'd try the following:
- Close Quicken.
- Download the Mondo Patch (https://www.quicken.com/support/update-and-patch-20182019-release-quicken-windows-subscription-product) and save the file.
- Go to where you saved the file, right click on it and click on Run as Administrator.

What Anti-Virus Program is running besides Windows Defender Anti-virus? Are you using any Backup software?

I followed the directions below. When I right clicked and ran as Administrator I received different error messages. BUT, I returned to Quicken and ran updates from the Help menu, and this time it updated! Hooray! I do not know why but I am satisfied now. Thank you to whomever suggested the Mondo Patch.
