There is no "online version of quicken for windows".
There is QMobile & QWeb which work in conjunction with desktop Quicken (Win or Mac) that allow you to view and manipulate some accounts that are synced to the Quicken Cloud Account.
NOTE: notice "in conjunction" means you still have to use desktop Quicken.
